The Human Resource is the totality of the skills, potentialities and competencies of the human being.  The human resource along with other resources materials, money, time, knowledge and energy are the inputs which have to be transformed by the process made up of machines, methods and maintenance to get the outputs of goods and services.  Human Resource management is the function area that is responsible for managing people at work.  Right from 1903 to 2010, the crude oil producing industry has shown its face in Nigeria from Oloibori to the terminals in Forcados and Bonny.  Their mono product namely crude petroleum with its buy products which is associated gas provides the main exports and revenue for the Nigerian Budget.  The managers of the Nigerian economy have only used the revenue from crude oil to finance the expenditure of the Ministries, States, Local Government Parastatals and Government Agencies.  The revenue from crude oil has not been used to commercial 51 other minerals and agricultural resources.  The bad effect is that unemployment, poverty, crime, low development index of 0.466 abound.  The only way forward for the unemployed youths seems to be either to go abroad or to go into inditancy and crime.  The suggestion of going into Social Welfare for graduates after the National Youth Service Corps is a step in the right direction.
